From Lotteriloven foundations to the 2022 reform consolidation

For a long time, Norway has only allowed the government to run gambling. Norsk Tipping was started in 1948 for football betting and grew over the following decades to include the lottery, sports betting, and eventually online casinos under the Lotteriloven framework. A separate operator, Norsk Rikstoto, handles horse racing. A few private groups can sell scratch cards or run small charity bingo games, but almost all online gambling is reserved for the state. Over the years, many international websites started offering games to Norwegians, which brought pressure from the European Union to open the market to other companies; even so, Norway has kept its monopoly.

Instead of opening the market to everyone, Norway chose to focus on stopping offshore sites. In 2010, the government began requiring banks to block payments to gambling sites that are not part of Norsk Tipping, with Lotteritilsynet overseeing the process. By targeting the banks rather than the websites themselves, Norway has been quite successful. Where other countries with monopolies saw many players switch to offshore sites, Norway has kept about 70 to 75 percent of all gambling within its state-run system.

In 2022, Norway updated and combined its gambling laws into one main act. The change made it harder for offshore sites to advertise in Norway and raised the fines for banks that fail to block gambling payments. It also added more safety features for players using Norsk Tipping. The goal was not to change the system but to make the existing monopoly stronger and more modern.

Today, Norway is known for having some of the toughest gambling enforcement in Europe. Some people have suggested following the Swedish model and letting more companies in, but there is not yet enough political support for that. For players, the upshot is a stable framework: Norsk Tipping is the only official option, offshore sites are still available but harder to use, and things are likely to stay this way for a while.

How payment blocking actually works in practice

Norway uses a specific system to stop people from gambling on unauthorised websites. Because the government cannot easily shut down websites based in other countries, it focuses on the money instead. Since Norwegian banks and credit cards fall under Norwegian law, the government tells them they cannot process payments for offshore gambling sites.

Here is how that system works in the real world:

  • Operator identification - Lotteritilsynet maintains and updates lists of identified offshore gambling operators with sufficient detail (merchant category codes, acquirer identifiers, payment-processor relationships) for Norwegian banks to detect and block their transactions.
  • Bank-side blocking obligation - Norwegian banks are legally required to act on the Lotteritilsynet lists and block payment-card transactions identified as flowing to listed operators. Non-compliance produces substantial fines, raised by the 2022 reform.
  • Card network coverage - the blocking covers Visa Norge, Mastercard issued by Norwegian banks, and most other card networks at the Norwegian bank acquirer layer. International cards issued outside Norway face a more complex enforcement picture.
  • Workaround response - workarounds (e-wallets routed through non-Norwegian intermediaries, prepaid cards purchased abroad, crypto, ACH routing through international intermediaries) face escalating friction as Lotteritilsynet refines targeting and banks tighten detection.
