From Holland Casino monopoly to the 2021 KOA liberalisation

For most of the modern era, gambling in the Netherlands was a state monopoly run by Holland Casino (the state-owned physical casino operator established in 1976) and Nederlandse Loterij (the state lottery and sports-betting consortium). The first 11 KSA licences were issued just before the launch, across online casino and online sports betting. The framework was built with Zorgplicht as a foundational rule rather than an add-on, reflecting a Dutch preference for active player protection over the lighter-touch rules adopted by some neighbouring countries. CRUKS was operational from day one. Holland Casino and Nederlandse Loterij had to convert into competitive licensees under the same KSA framework as everyone else, which they did during 2021.

At first there was a lot of gambling advertising, which drew a backlash from the public and politicians. On 1 July 2023 the Besluit ongerichte reclame kansspelen op afstand (Untargeted Advertising Decree) banned most untargeted advertising, banned athlete and celebrity endorsement, and began phasing out sports sponsorship. Taxes then went up: the 2025 Belastingplan raised the kansspelbelasting from 29% to 30.5% on both operator revenue and player winnings above the per-session threshold.
