Virginia's casino industry is entering a pivotal growth phase as the state's gaming market accelerates and two transformative resort properties move toward completion. The Virginia Lottery reported that the commonwealth's five existing brick-and-mortar casinos generated $102.5 million in gross gaming revenue during July 2026, representing an 11% monthly increase from June and a robust 21% year-over-year climb compared to July 2025. This sustained momentum reflects both the maturation of the state's gaming footprint and anticipation surrounding the imminent arrival of permanent casino facilities.
The July revenue figures were significantly bolstered by the continued operations of two temporary casino properties launched to bridge the gap between legalization and permanent resort opening. The Interim Gaming Hall in Norfolk commenced operations in November 2025, while Live! Virginia's temporary casino began accepting patrons at the start of 2026. These interim venues, though operating with limited gaming capacity, have proven instrumental in establishing player bases and generating early tax revenue for the state and host municipalities. Virginia's state government collected more than $13.5 million in casino taxes in July alone, a 21% increase from the prior year's $11.1 million, while host cities separately received between 6% and 7% of monthly casino revenue through local gaming taxes.
The expansion trajectory gains considerable momentum with two major resort developments on track for late 2027 debuts. Boyd Gaming's $750 million Norfolk casino resort, developed in partnership with the Pamunkey Indian Tribe, is currently tracking on schedule and within budget. The permanent facility will represent a significant leap from the Interim Gaming Hall's current offering, replacing 132 gaming positions with a minimum of 1,500 slot machines, 50 table games, and a sportsbook. The resort will anchor Norfolk's Elizabeth River waterfront with a 200-room hotel, a 45,000-square-foot amenity deck and pool, eight dining and beverage venues, 13,000 square feet of meeting space, and a 1,000-space parking garage. Ron Bailey, soon to assume the general manager role, emphasized that the project represents "a great, large, privately-funded venture" positioned to catalyze regional economic development.
Paralleling the Norfolk expansion, Cordish Companies is advancing the $600 million Live! Casino & Hotel Virginia in Petersburg, also targeting a late 2027 opening. The permanent Petersburg resort will dwarf the temporary facility's 926 slot machines and 32 table games with approximately 1,600 slot machines, 60 table games, and a sportsbook. Cordish has signaled intentions to pursue additional mixed-use development around the casino resort contingent on initial performance metrics.
With both permanent properties positioned to substantially increase Virginia's gaming capacity by year-end 2027, the state's casino market stands at an inflection point. The combination of strong interim-period revenue generation, legislative support, and significant private capital commitment suggests Virginia is consolidating its position as an emerging East Coast gaming destination.
