Saracen Casino Resort in Pine Bluff, Arkansas, is moving toward terminating two of its top executives following allegations of contract violations and competitive misconduct. The Downstream Development Authority, the commercial enterprise owned and operated by the Quapaw Nation of Oklahoma, approved resolutions on September 24, 2026, supporting the termination of General Manager Mark Harkness and Chief Marketing Officer Carlton Saffa. The Quapaw Nation Business Committee must still ratify these resolutions before the terminations become official.

According to the termination resolution, Harkness and Saffa allegedly created and operated a gaming company called GamePhysics while employed at Saracen. The executives are accused of marketing GamePhysics' products and services to third parties within the Arkansas gaming industry, conduct that the authority claims violates their employment contracts. Those contracts specifically prohibit employees from engaging in conflicting employment activities and competing business operations.

Saffa, who has been with Saracen since its inception in 2019, has become one of the most visible figures in Arkansas' gaming landscape. Since helping lead the Quapaw Nation's pursuit of a commercial casino license following the passage of Issue 4 in 2018, Saffa served as the chief voice on all gambling matters in the state. His visibility increased further when he led industry opposition to DraftKings and FanDuel's entry into Arkansas earlier in 2026, advocating that the state's three casinos should have maintained unified opposition to the national sportsbook operators.

When informed of the termination resolution on Thursday, Saffa told Casino.org the news came as a "total shock." He reported collapsing upon hearing the announcement and was subsequently transported to Jefferson Regional Medical Center for observation, where he received fluids before being released after a few hours of monitoring. Despite the severity of his reaction, Saffa has already received multiple job offers in the 48 hours since the news became public.

Saffa has categorically rejected the allegations, stating that the accusations do not accurately describe the circumstances surrounding his involvement with GamePhysics. However, he has declined to provide details about the nature of the business or his specific role within it. His refusal to elaborate has left significant gaps in understanding the exact nature of the alleged conflict.

Saracen Casino Resort represents a major investment for the Quapaw Nation and the state of Arkansas. The property opened in October 2020 at a cost of 350 million dollars and has since undergone a 250 million dollar expansion completed in 2026. The expanded resort now includes a 1,600-seat event center, a 320-room hotel tower, and comprehensive gaming amenities featuring 1,600 slot machines, 40 live dealer tables, and a poker room alongside BetSaracen Sportsbook.

The allegations against Harkness and Saffa raise questions about governance and conflict-of-interest protocols at tribal gaming operations. As the casino industry continues to expand into new markets and regulated jurisdictions, ensuring executive compliance with non-compete provisions becomes increasingly critical. The outcome of this case may establish precedent for how tribal gaming operators address similar allegations involving senior management.
