Prince George's County, Maryland, has taken a significant step in regional entertainment development by unanimously approving $215 million in special obligation bonds to support construction of Sphere National Harbor. The vote on October 27, 2026, represents a major public-private partnership in the gaming and entertainment sector, with the county providing infrastructure support through a Tax Increment Financing (TIF) arrangement worth approximately $130 million. The remaining capital will come from the project developers, Sphere Entertainment, which is controlled by billionaire James Dolan.
The financing structure includes county construction of a $40 million parking garage on the 14-acre site, with repayment obligations tied to future property, sales, hotel occupancy, and amusement tax revenues generated by the venue. This arrangement transfers financial risk to future tax collections, a model that has become increasingly common in entertainment district development across North America.
Sphere National Harbor will be a 6,000-seat immersive entertainment venue with LED-panel exterior and interior surfaces, positioned as a regional counterpart to the larger Las Vegas Sphere, which seats 17,600. Located adjacent to MGM National Harbor's 308 hotel rooms and 2,200 slot machines, the venue is designed to create a destination cluster that benefits from combined draw.
According to an Ernst & Young economic impact study cited by county leadership, the project is projected to generate $63 million annually in local tax revenue once operational. The same study estimates over two million annual visitors, with approximately 50 percent expected to stay overnight in the National Harbor area. Average overnight visitor spending is estimated at $820 across entertainment, lodging, food and beverage, transportation, and gambling activities. During the construction phase, the project is expected to create 3,350 full- and part-time jobs and generate $1.6 billion in economic benefits.
County Executive Aisha Braveboy and council members framed the public investment as strategic positioning for the county on the global entertainment stage. Braveboy characterized the TIF-supported financing model as a "smart way to do public investment," emphasizing long-term revenue generation over immediate expenditure concerns.
While local opposition exists regarding public subsidy of a venture controlled by Dolan, county leadership prioritizes the projected tax revenue stream and employment figures. The decision reflects broader competitive dynamics in the regional gaming and entertainment market, where proximity to Washington, D.C., positions National Harbor as a strategic alternative to distant gaming destinations.
From a casino industry perspective, the Sphere project represents an evolution beyond traditional gaming venues, integrating immersive entertainment experiences with hospitality infrastructure. The adjacency to MGM National Harbor creates a multi-property ecosystem that could enhance visitor retention and spending patterns, benefiting the broader gaming operations at the resort. As entertainment venues increasingly compete for consumer attention through experiential differentiation rather than gaming selection alone, such hybrid facilities may become more prevalent in competitive regional markets.
