The Alderney Gambling Control Commission

Alderney is the northern most of the Cannel Islands and is a self governing British Crown dependency. The Alderney Gambling Control Commission was founded in May of 2000 under The Gambling (Alderney) Law, 1999. The Commission, which is an independent and non-political body, regulates electronic gambling on behalf of the state. In 2006 the several new provisions were introduced into its statute giving it the present outlook. Alderney is a leading online gambling jurisdiction today.

The mission of the Commission is "to ensure and maintain the integrity of the electronic gambling industry in Alderney." It seeks to do that by ensuring that electronic gambling is conducted honestly and fairly; all aspects of electronic gambling, including funding, remain free from criminal influence and the interests of the players are protected at all times.

The Commission is engaged in regular dialogue with other regulatory bodies at an international level. It is a member of the Gaming Regulators European Forum (GREF), and the International Association of Gaming Regulators (IAGR). The Commission also works closely with other law enforcement agencies, particularly in the regulation of gambling and the prevention of financial crime.

The Alderney Gaming Control Commission issues four types of licenses, which are full eGambling licenses, associate certificates, hosting certificates and restricted use eGambling licenses. The full eGambling license allows the holder to conduct gambling transactions involving any form of betting, gaming and participation in any lottery. The annual fee for this type of license is GBP £70,000. The applicant must also bear the complete cost of the initial investigations. The issuing of a license is a two-phase process. The first phase is known as license application and involves seven steps. These involve forming a company registered in Alderney, issuing a Notice for the application of a license, submitting the application documents, discussions with the Commission's officers and investigation by the officers. The last two steps involve evaluation of the business plan, the management executives, the software providers and the corporate entities. The second phase can be conducted simultaneously. It involves the approval of the internal control system and the gaming software as per the guidelines and requirements of the commission and with the involvement of independent assessors if required.

Even after the licenses are issued the Alderney Commission continues to regulate the operations of the licensees. One key area in this respect is player protection. Steps taken in this direction include investigating complaints by aggrieved players and ensuring that the licensees are taking adequate steps to prevent underage gambling, to address problem gambling and to look into customer complaints.

There are 41 full licensees in the Alderney jurisdiction. The stature of these licensees in the online gaming industry reflects on the reputation Alderney enjoys. The licensees include PKR Limited, Full Tilt Poker, William Hill, Virgin Games and Paddy Power.

I personally find the Alderney lot about as good as chocolate fireguards! Useless and they seem to think complaints are very tiresome.
