Curacao was one of the first jurisdictions that regulated online gambling. It has a special EU status as being an Overseas Country and Territory of the Netherlands. The Netherlands Antilles Online Gaming legislation was first created in 1993. The Curacao Gaming Commission is strongly associated with the government of Netherlands Antilles and it is one of the most well respected regulators for online casino services in the industry. Curacao has been providing Curacao e-gaming licenses since 1996. The advocate and information clearing house of the Curacao Gaming Commission is known as the Curacao Internet Gaming Association (CIGA). This was established in 2001 and it currently controls approximately 30 online gaming operators. CIGA is also a member of the Interactive Gaming Council (IGC) and so it is bound by the code of conduct of that organization.
The CIGA aims to increase consumer confidence in interactive gaming services in Curacao. It also consults for the Curacao Gaming Commission in legal matters and how they will affect its members. The CIGA and the Curacao Gaming Commission have dedicated themselves to online gaming. Specifically, they ensure that all licensees abide by strict code of conduct guidelines, comply with all licensing requirements that have been stipulated and behave with general principals of good business ethics. The Curacao Gaming Commission protects both the company receiving its license and the consumer who will be using the product.
In order to receive a license from the Curacao Gaming Commission, there are strict guidelines that must be met. Before a company can even apply for a license, they must register with the Netherlands Antilles Chamber of Commerce as a legal entity that is local. An investigation into the company is then conducted by the Curacao Department of Justice. This can take up to 6 weeks to complete. After this investigation is completed, a provisional license is granted if a large deposit is paid. Since May, 2007, Curacao has been working to be accepted onto the UK white list of offshore jurisdictions that can operate in the UK under the new gambling laws there. Due to these strict checks, players can feel confident that when they play at an online gaming establishment licensed by the Curacao Gaming Commission, that the company has been thoroughly investigated and will operate under regulated guidelines.
Cyberluck Curacao has been among the top providers of total eGaming services in Curacao since 1996. The Curacao Department of Justice has since designated Cyberluck as the Master Licensing Authority. Cyberluck Curacao has developed a unique program that allows software providers and network operators to pre-screen licensees through a confidential probity process. This is with the aim to attract software providers to the jurisdiction of Curacao. All major hardware brands are available through Cyberluck, including APC, Cisco, Dell, HP, IBM and more. It also authorizes e-zone co-location hosting. Clients of Cyberluck are able to eliminate some local distributed rings, cross connects and extra infrastructures. In other words, because of its range of services, many gaming operators go though Cyberluck to manage their gaming license as well as their hosting and IT infrastructure. This reduces many potential points of problems and is a highly attractive aspect of receiving a license from Cyberluck Curacao.
